Recent 2025 Policy Developments

Missouri: Tax Relief & Diaper Bank Support

Senate Bill 671 (introduced February 3, 2025) aims to revise definitions and requirements for “diaper banks,” expand the existing tax credit for contributions to diaper banks (50% credit, up to $50,000 per year per donor, with a $500,000 statewide cap), and remove the sunset clause on the diaper bank tax credit program.

In July 2025, Governor Mike Kehoe signed legislation eliminating Missouri’s “luxury tax” on diapers, menstrual products, and incontinence supplies—reducing the tax rate from 4.225% to 1.225%.

The tax cut is automatic and applies to products purchased in Missouri or delivered to Missouri addresses.
Local governments may still impose additional taxes, so the benefit may vary by jurisdiction.

This change is a major win for families across Missouri, as it directly reduces the cost burden of essential hygiene products.

Federal Legislation in Focus

  • End Diaper Need Act (S. 2879 / H.R. 5644)
    Originally introduced in 2023, these bills would establish a federal fund ($200 million) to support diaper banks nationwide. The legislation continues to be part of our national advocacy efforts.
  • Menstrual Equity for All Act (H.R. 3646)
    Reintroduced in Congress, this legislation seeks to expand access to free period products in public buildings (schools, prisons, shelters), eliminate the sales tax on period supplies, require Medicaid coverage of supplies, and create TANF pilot programs for menstrual products support.
  • Period PROUD Act (H.R. 4475)
    This bill proposes funding through the Social Services Block Grant to support programs providing menstrual supplies to low-income menstrators. It also calls for guidance on how schools talk about menstruation.
